The Town of Manteo was named the county seat for Dare County in 1870, and it was incorporated as a municipality in 1899. The people of the Town are represented by a Mayor and Board of Commissioners selected in non-partisan elections. The Mayor serves a two-year term in office while the six Commissioners serve four-year terms. A Mayor Pro Tempore is selected by the Board at the first organizational meeting following the certification of election results. The Mayor Pro Tempore, also known as the Mayor Pro Tem, serves as the presiding officer in the absence of the Mayor. The Town of Manteo adopted the Council-Manager form of government in 1993 as authorized by the North Carolina General Assembly. Under this type of government, the residents of Manteo elect the Mayor and Board of Commissioners, and the Board adopts legislation, appropriates funds, and sets policy. In turn, the Board hires a professional staff member, the Town Manager, who serves as the Chief Administrative Officer, carries out the policies of the Board, and oversees the operations of the organization. via manteonc.gov
